THE LORD … MADE HIS SPIRIT STUBORN / DEUTERONOMY 2:30

(KJV) Deuteronomy 2:30

But Sihon king of Heshbon would not let us pass by him: for the Lord thy God hardened his spirit, and made his heart obstinate, that he might deliver him into thy hand, as appeareth this day.

God does not harden anyone’s heart arbitrarily, or simply because He wills or chooses to do so (Hebrews 3:7-13). He hardened Sihon’s heart because Sihon had already set his heart against Israel and against Israel’s God (Exodus 7:3-4).
