A BEAST COMING OUT OF THE SEA / REVELATION 13:1

(KJV) Revelation 13:1

And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.

Revelation 13 is still part of the interlude, or pause, between the seven trumpets and the seven bowls, which takes us back and symbolically describes some of the persons and events of the great tribulation. This chapter begins to describe the conflict between the antichrist and God and His people during the tribulation period. The beast coming out of the sea is history’s final great world government – more specifically, the antichrist and his government – consisting of ten kingdoms under the control of the antichrist (Revelation 17:12). This is the same government depicted by the little horn in Daniel 7:8, 24-25; Daniel 2:40-45; Daniel 7:24-25; Daniel 11:36-45). The sea represents turbulence among the people or nationals of the world (Revelation 17:15). Satan gives his power to this government and uses it against God and His people (Revelation 13:2).

The blasphemous (God-insulting) name on the heads is not given, but it is probably a name claiming the status of “God.” John does not use the name “antichrist” here (“anti” means “against” or “instead of”) though it is made clear that the beast is Satan’s substitute for God’s real Savior of the world. That is to say, the antichrist will not call himself antichrist or admit his true identity. Instead, he will deceive people into thinking that he is the real Christ, the fulfillment of all prophecies regarding the coming King and His kingdom. In reality, he will oppose all that Christ is and stands for. In God’s view, all of this is blasphemy (treating God with contempt or insult in words or actions).
